Abstract:
An Internet Protocol (IP)-based radio telecommunications network and method of providing data services to a mobile terminal. An Internet Protocol Shared Interworking Function (IP-SIWF) is implemented in the network, and is controlled from a Mobile Switching Center (MSC) utilizing the Media Gateway Control Protocol (MGCP) device control protocol. When a data call carrying a data payload is originated by a mobile terminal, the data call is transported utilizing radio access and radio link protocols to the IP-SIWF. The radio access and radio link protocols are terminated in the IP-SIWF, and the data payload is transported thereafter utilizing a real time protocol over a User Datagram Protocol (UDP) and an IP protocol layer.

Abstract:
A telecommunications network architecture and method of providing failover operations between mobile switching centers (MSCs). A plurality of MSCs and at least one base station controller (BSC) are connected to an Internet Protocol (IP) network in which transmission paths and control paths are logically separated. The BSC reports to a primary MSC and includes an alternative MSC list identifying at least one backup MSC for the primary MSC. The BSC determines when the primary MSC has failed, and utilizes a control path in the IP network to notify the backup MSC that the BSC has switched its reporting to the backup MSC. The BSC also utilizes a transmission path in the IP network to send mobile station communications from the BSC to the backup MSC. Mobile station location updating requests are sent from the backup MSC to a home location register (HLR). The requests include a new element that informs the HLR that the backup MSC is now serving the mobile station due to a failure of the primary MSC.

Abstract:
A telecommunications system and method is disclosed for providing a more accurate measurement of the cumulative path delay present in a call to enable switches to make an informed decision as to the routing method to use. In one embodiment, the Integrated Services Digital Network User Part (ISUP) satellite hop counter field is expanded to include three fields, one for each type of delay: geostationary satellite hops, mid-earth orbit satellite hops and low-earth orbit satellite hops. In an alternative embodiment, a cumulative delay value in milliseconds or centiseconds, instead of the number of satellite hops, can be included in the expanded ISUP satellite hop counter field.

A system and method for providing dynamic demand based management of traffic channel allocation in a mobile communications network providing high-speed circuit-switched data services. Traffic channel allocation for the data services is controlled dynamically by an InterWorking Function (IWF) which monitors the status of the associated buffers. The present invention provides a system and method for reliably transferring Dual Tone Multiple Frequency (DTMF) signals originating at a MS through an IP based GSM network. In general, when a MS sends a DTMF request, it is processed in the IP network by a logical application module in a MSC, which, based on the disclosed processing, activates another logical application module in an appropriate gateway (for independent, remote, tone generation), and then the logical application module in the gateway directs the production of the DTMF signal towards the interworking or destination network.

Provided is a system, method, and computer program for transmitting, across a mobile communication network, the occurrence of silence in a communication channel. The system generally comprises a first Media Gateway (MGW), which could be a transmission control node (first TCN), for executing a silence transmission algorithm, and a second MGW, such as a second transmission control node (second TCN), for executing a comfort noise generating algorithm. One method detects silence in a communications channel and then transmits a network silence indicator (SID). Another method receives the network SID and then produces a comfort noise. The computer program utilizes a query module for detecting a comfort noise production module in a destination MGW, and a network SID transmission module to send a network SID across a PLMN.

A system and method for a terrestrial IP network for efficient transmissions within a satellite-terrestrial network. The terrestrial network of a satellite-terrestrial telecommunications system provides for IP signaling between satellite access nodes without the use of dedicated, circuit switched trunks therebetween.
