Abstract:
Hand-holdable toy light tube comprising a handle, a light source and a tube of color shifting film. The light source is preferably disposed within an end of the handle. The tube of color shifting film extends from the end of the handle. During use, light from the light source interacts with the tube of color shifting film, producing a brilliant colored effect. Movement of the handle and thus of the tube of color shifting film produces multiple colors.

Abstract:
Emergency call-routing apparatus, and an associated method, for use in a packet-based, telephonic network. An emergency call router is positioned selectably to provide local call handling functionality to a local network that is normally connected by way of an access gateway to the telephonic network whose operation is normally controlled by a softswitch. The apparatus is used when, e. g. , a total communication link failure condition occurs between the access gateway and the softswitch. The emergency call router selectably routes calls within the local network to permit continued, local calling functionality in spite of the failure of the communication link. High-priority calls, such as calls placed to an emergency dispatch center, are routed within the local network to a designated, local-network station. And local calls are also selectably routed by the emergency call router. A call priority scheme is also used in the event that call capacity is exceeded.

In the inbound direction, a tributary processor () includes an SPE encoder/decoder for extracting a synchronous payload envelope (SPE) from an STS-1P signal. A path terminator () may extract DS3 signals or a matrix payload envelope (MPE) from the STS-1P SPE. A DS1/DS3 extractor () generates DS1 signals from either the DS3 or MPE signals. An MPE mapper () creates MPE signals from the DS1 signals. A wideband stage interface () converts the MPE signals into matrix transport format (MTF) signals for cross-connection in a wideband center stage matrix (). In the outbound direction, the wideband stage interface () receives MTF signals from the wideband center stage matrix () and generates MPE signals therefrom. The MPE signals are sent through the MPE mapper () in order to extract DS1 signals. The DS1 signals are converted to DS3 signals or another MPE mapping by the DS1/DS3 extractor (). The path terminator receives DS3 or MPE signals for conversion into an STS-1P SPE. The SPE encoder/decoder creates the STS-1P signals from the STS-1P SPE for transmission to the appropriate interfaced subsystem or network.

Abstract:
A binding tape for binding the shingled edges of sheets has a supple tough and flexible nonwoven fibrous backing coated on one surface with a pressure-sensitive adhesive and with a barrier coat to seal the backing on the other surface. A low adhesion backsize is coated on the backing to permit winding or stacking strips of tape. Tabs adhered to the ends of the strips aid in locating the strips in relation to the shingled edges.
